getaddrinfo() - what is the equivalent php function?

AFAICT, gethostbyname() only works for ipv4 addresses, so that one is
out - dns_get_record seems to be really for dns only, i.e. it does not
look at /etc/hosts. Is there a hph function that essentially just
calls getaddrinfo() ?
