cookies won't set

Sorry, this is probably a daily post.
I setup a site on one machine, a development server, and it was difficult to
get my cookies to work correctly. They did eventually start working. Now I
have to move the site to the actual machine and I'm running into problems
again. I was hoping that I use the same code and change the "domain". Here's
my code;

$randval = rand();
setcookie("fitovers_dealerid",$randval,time()+14400,"/","alpha.scvnet.net",

setcookie("dealer_id_cke",$dealer_id,time()+14400,"/","alpha.scvnet.net",

header("Location: dealerindex.php3");
exit;
Does anyone know where I can start looking or some good trouble shooting
techniques for finding a solution. The last ones almost started magically
appearing. The ISP said they didn't change anything.
Any help would be appreciated.
