you can use apache's mod_rewrite for that. make sure that mod_rewrite
is compiled into apache (or enabled as a DSO) and add something like
that to your httpd.conf:
RewriteEngine On
RewriteRule ^/(.*) /index.php?page=$1 [QSA,L]
now if someone requests http://yoursite/blah.php, the actual
request will be http://yoursite/index.php?page=blah.php and you
can retrieve the blah.php from your database and display.
if someone requests http://yoursite/, the $page variable will
just be empty and you can display the navigation.
