Hi Mike-
I've tried it in Windows, it works fine ... just a little different :
Start -> Run -> Then type :
telnet php.net 80
I notice in windows it doesn't echo back, pretend it does and type the
following :
HEAD / HTTP/1.0
Then, press enter twice. That will show you the given headers.
Windows telnet is lame and and prompts some nasty error but it displays
the header nevertheless. Try a *real* windows shell program. Also, if
you want to play with such things try :

Also, in user comments under header() , there is a function posted to
get header from a site.
http://www.php.net/manual/function.header.php
Those are a few options at least :-)
