Function to turn "this that" into "this%20that"?

Is there a PHP function that generates an escaped URL string, changing all special characters in a
string that shouldn't appear in URL's into %nn? (I.e. Change : to %2E, space to %20,
etc.)
I'm sure it's right under my nose, but I couldn't find it.
