Not exactly. Those examples are not from the Visualization API - it's two different things.
The API is written so that one does not have to generate those parameters individually and then pass
them through POST/GET to Google. It's cleaner and faster to work with. The code for the
Visualization API is very different from the code the regular Chart API uses.
