With that line, it will only process .php4 files (not .php, or .php3, or .phtml), if you want to use the others, then you need to add them to the httpd.conf file. The second set of directives is not needed. As far as what's not working (assuming you are using .php4), check the error_log for Apache and see if the error message is in there.
