Operation not permitted with touch

When I am executing the command touch with a filename, attempting to set the file mod time, I get the error message "Operation not permitted". Using PHP 3.0.13 and have tried the following on the server itself chmod <directory-name> 777 chmod <file-name> 777 which both changed the permissions but the script still will not execute.
