Found it, works perfectly for what I want.
Example from my httpd.conf:
<VirtualHost 192.168.3.11:80>
DocumentRoot /usr/local/testzone/dave
php_value include_path /usr/local/testzone/dave/config/shared:
ServerName dave.rblc.com
</VirtualHost>
This changed the _local_ value as shown in phpinfo() and php uses the
correct or local version of the include file rather than the global version
as defined in php.ini
