Don't blame Navigator. Heck, try telnet or even lynx.
lynx -source http://www.yoursite.mars/your_script.php
(if you are lynxless, you can get it from http://lynx.browser.org/ --
and I bet that will work in Navigator too).
Most likely it is your OS, let me guess, you're running Windows? (oh,
wait, if you are using IE, of course you are).
Try re-booting.
