My php on Mac OS X Yosemite reports:
exif
EXIF Support => enabled
EXIF Version => 1.4 $Id$
Supported EXIF Version => 0220
Supported filetypes => JPEG,TIFF
Therefore, it is already enabled. What does your system report?
