If you can life with the limitations described on http://www.phpdoc.de/doc/introduction.html and the poor docs (some german docs on the tag set: http://www.phpdoc.de/kongress/tags.html) it works not too bad. It still has some bugs (information inheritance, @brother/@sister) but it would not be hard to fix mosts of them - if I only had the time to do so...
