I filed these, all related to file reading error detection, that seem to
me very severe because there are safety and security profiles involved
on these very basic features, both on WEB applications and back office
processes:
1. require* and include* do not detect input/output error

2. fread() does not detect file access error

3. fread() does not detects decoding errors from filter bzip2.decompress
