So, LIBVAR is being set to a non-array?...
Or is PHPlib on their server not setting LIBVAR?
Maybe you want && instead of 'or'.
Perhaps, rather than depend on what PHPlib may or may not set, you could do
this:
if (!defined('PHPlibLoaded')){
define('PHPlibLoaded', 1);
#your code here
}
