See if mysqld is running, but using mysql in a DOS prompt.
Check the permissions using mysqladmin or by using mysql to select * from
the "users" table in the "mysql" database.
Under WinNT, PHP will run as "nobody" (Apache) or iUSR_machinename (IIS) by
default.
If that user isn't allowed access to MySQL, neither is PHP.
