If you check the manual section that explains how persistant connections
work, you'll realise why your question is a bit silly. The very nature of
the persistant connection means it's there as long as, both the apache child
that initiated it, and the database server it's connected to, remain
running.
The situation you're getting can still happen without persistant connections
as long as the web server is running. You need to prevent connections to
mysql if you don't want to stop Apache.
