Yes, you can make the IIS return any file (including scripts) instead of the
default html file with the Error message. The problem is the error is not
sent by the Web Browser because it only passes whatever url it receives to
php.exe. Then php.exe returns nothing (since it doesn't find the file to
process). Then IIS complains: "CGI application misbehaved by not returning a
complete set of headers".
There is no chance to tell the IIS what to do.

I would think there would be some way to edit the error message so that
there is php in the code and it delivers you to another page?!
