templates and user "built" sites

I have looked around and the normal templates don't seem to fit what I have in mind. Or, at least are only a part of the puzzle. Which is: each user gets a $home/public_html/as their doc root I know include a little "construction message" but would like to do that and add the ability to link a user to a page where they will answer form fields and build pages. Netscape has one on their site and I have seen many others. Does anyone know of something for php that already does this?
