using .htaccess on a windows system

I am having trouble getting this to work on windows
I have added a .htaccess file like this
php_value include_path .;C:\httpd\htdocs\home\inc
when I try to run the a php file I get a Internal Server Error
the log file says c:/httpd/htdocs/home/northwesthost/.htaccess: Invalid command
'php_value', perhaps mis-spelled or defined by a module not
included in the server configuration
I am using php.40 with apache.
I used to be able to do this with php3
