It's possible, perhaps even likely, that that is an undocumented internal
function...
Just because it was made thread-safe and now takes a second argument and
Zeev documented it as such doesn't change that :-)
At a wild guess, I'd say it's a one (now optionally two) argument function
that takes a pathname and returns... Well, maybe an array of directive/value
pairs, or maybe a 2-D array with section/directive/value tuples if you add
that second argument...
You could always read the source to find out for sure :-)
Relying on an undocumented function is always a Bad Idea. OTOH, parsing an
INI file is not something that's going to change drastically in the future,
most likely, and php.ini disappearing completely doesn't seem too likely
either. So I'd hazard a guess that the risk factor is low...
