uploading a nonlocal images

I want to allow users to put in an URL to an image in a form and
then copy the image to my server then to the database. I can
upload local images using a form put when it is not on the users
computer it fails. I want the user to be able to input
http://mydomain.net/images/image.gif and we take
it from there.
Are there any classes or methods available to accomplish this.
