Take a look at

Regarding the use of <?= and <%=...
Basically, they're a shorthand version for <? echo
'something' ?>. (The <?= equivelent would be <?= 'something'
?>.)
The use of <%= is discouraged (as is <%) because it was only
added to make things easier for ASP devels and people
working in FrontPage.
The use of <?= at all has been debated; check the archives
if you're interested... it's an undying debate ;)
