That error message may just mean you didn't compile with the debugger code on... But that might be because the debugger code itself has been disabled for awhile -- I seem to recall a thread about that... I believe there are one or two IDEs already out there that you could try that may let you step through your code. No idea how tricky they are to set up nor how well they work though...
