When I attempted to do this I had the config path point to the full file
like:
--with-config-path=/www/conf/php.ini
But that never worked for me and ended up just making the php file
inaccessible.
In the end, I left the with-config-path switch off and just put the php.ini
file in the /usr/local/lib directory. Sorry, I am not much help but I'm
just giving my experience with the thing.
