RC4 Encryption / Decryption Class

Hi, I've attempted to add RC4 encryption / decryption facility in PHP. It's been tested on PHP4. It handles all the XORing and conversions while encrypting and decrypting also all urlencoding and decoding. It's been pretty fast also.
