Is $var=="title" (same case, no leading/trailing whitespace, etc.)?
If so, then perhaps try:
ereg_replace("\{" . $title . "\}",$value,$string)
If not, then perhaps one of these:
eregi_replace("\{" . $title . "\}",$value,$string)
eregi_replace("\{title\}",$value,$string)
