Show Swedish characters correctly

Hello
I can't get php to show Swedish characters correctly. I've tried both
reading from a text file with the include command and retrieving data
from mySQL . Some of the Swedish characters show as question marks or
some other character that shouldn't be there.
Any idea? I appreciate all help!
