If register_globals is turned off, that will not work. See :
http://www.php.net/manual/en/configuration.php#ini.register-globals
Check phpinfo()

phpinfo()
?>
For details on your settings, perhaps it is off. Try :
<?php
echo $HTTP_GET_VARS["contents"]
?>
And it should display : HOME : for you.
