Creating mail users with PHP

I am attempting to create mail users with PHP. I have seen it done with perl and I am wondering if any of you have had success with doing it with PHP. So far this is the info I have. to create a user on a linux server you call "adduser -p password username" the only problem is you can not call that from the apache server.. as far as i know of anyways.. because only root can call that script... and PHP runs (for me anyways... ) under the apache username and group...
