how do I do file maintenance with PHP?

Ok here is the deal.
I have a Linux server running PHP4 and MySQL and a directory full of images.
The images that are currently being used should be listed in a table (members) in a column titled
"pic1". What is the best way to pull the file names of the files and check them against
the files in the table? I want all files that are not listed in the table to be deleted.
Also, is there a way to limit file size? I don't want new images to be accepted if they exceed
250k. It takes too long for images to display if they are larger then that.
