No, this is not what I suggested. Since when does <? $var?> display the
variable? You need <?echo $var?>

This will work if you define your variables correctly.
Try a simple test.
<?
$name = urlencode("Ben Ocean")
echo "<a href=\"your_horse.php3?name=$name\">Test link</a>";
?>
Load up this simple 2 liner and see what it does.
