Safe mode and file uploads

Hello everybody!
We are running web hosting service with PHP on our server, so we have to turn
safe_mode on. It breaks file uploads because all the uploaded files
are owned by httpd, and all user scripts belong to different uids.
There is also another problem: all files in /usr/local/lib/php are
owned by root and user scripts can't access them as well. So how can I
solve these problems? Is there any configuration directive that can
disable uid check for a given directory?
We are running PHP 4.0.0 as apache module.
