Session cookies not deleted

hi,
the session cookies set in /tmp are not getting deleted at all would
like to know why?
the following are my session setting in the php.ini file,
session.save_handler=files
session.save_path =/tmp
session.use_cookies = 1
session.cookie_lifetime=120
session.gc_maxlifetime=180
session.cache_expire = 1
also i would like to know what gc_maxlifetime refer to?
