file permissions

Hi there, I'm having difficulties, hoping I could get some help..
when I create a file on the local filesystem with fopen($filename)
I cant unlink($filename) the same file. I got
allways an error message, the scipt with uid 500 can not delete the file
with uid 0.
Is there a way to create the file with uid 500?
