frame targeting doesn't work

Hi I'm sure this has already been discussed but we're having a problem replacing the includes that were previously handled with cgi. I'm trying to keep it simple by just changing the call to the include by replacing with /* <? include(''xxx.txt");?> */ . the call works ok but it takes over the entire screen. Can't seem to get taget=framename to work. All the associated file suffixes have been changed to php3. Would someone be so kind as to advise on why the target frame is being ignored? Many thanks..
