As to the WHY, well, the file extensions are different. It's like the difference between a .DOC file and a .TXT file and a .RTF file. They're all different, and the parser/executable uses the extension to tell it what to expect. Also, after you make changes to your httpd.conf make sure that you STOP and START the Apache daemon.
