There are loads of different ways to spit out a text file. The easiest is readfile($Filename) which does exactly what you want, providing that the file already contains sanitised html (eg <br> instead of newlines etc. If not, you could use fread to get the file contents into a variable and then process them as you wish (eg with nl2br etc).
