No - PHP has it's own drivers, just like perl has it's own (DBI), and java has it's own (JDBC). As for PHP's abstraction layer, PHP comes built with one for dbm style db's (http://www.php.net/manual/en/ref.dba.php), but not for sql type db's. Several abstraction layer projects for sql db's have been mentioned on the list - I have never used any of them - just the db-specific API's.
