If you're on windows, (which i'm assuming you are) you can call the PHP binary with the path to your php script... so (assuming you have C:\php\bin\ as part of your PATH enviromental variables for windows) you could do PHP C:\path\to\php-script.php and it will run on the command line...or just give the full path to the php.exe file...
