You can do it with javascript like this.
<script language="javascript">
function go(selectBox) {
var where = selectBox.options[selectBox.selectedIndex].value;

</script>
<form>
<select onchange="go(this)">

Or you can use PHP like this.
<form action="nav.php" method="post">
<select name="loc">
<option value="page.html">page</option>
...
