I think it is an excellent idea! Despite PHP is more taylored to Web
applications, I think it is helpless to avoid it to become a more general
purpose scripting language.
Anyway, I think it would be better to interface with a GUI abstraction
package instead, so PHP GUI programs could run on non-Unix platforms too.
Check the PIGUI FAQ (Platform Independent GUI).

In PHP 4 it's easier. Just take a look at developers documentation. If
you need help just ask in the PHP developers mailing list.
