They are the same, yes. However, a good portion of the function calls listed
in the manual are not actually in php3 (even less as you go back php3
versions), should that at any point matter to you. Alas, there's nothing in
the manual (that I've found) listing what version of php the functions were
implemented in.
Keeping a local copy is not a bad idea, typically, but make sure you update
it frequently as more functions and features are always being added. Also,
if you want to check mirrors, BestHost has a stable and fast mirror
available at http://us.php.net, and Hurricane Electric has one at
http://php.he.net. Those are the two I use, there are at least
another dozen
available to you at any given time.
