No, you receive the handle to the file. You cannot rename the handle.
<? $filename = "http://www.latest.txt";
$fd = fopen ($filename, "r");
$contents = fread ($fd, filesize ($filename));
echo $contents;
fclose ($fd); ?>
Should do the trick.. or something.. Modify it or whatever.
