Broken Cookies

Can I send cookies from a php script, if the cookie code is included? I have a bunch of files that all need cookie code. I have this all working, except when I try to make a library routine and include, then the new cookie does not get sent. This code should put a 10 char cookie on the browser, and store it in the database, IF the retrieved cookie (from last time) matches what's in the database from last time. If no match, I don't store the new cookie, so you're locked out. All that logic is not here though, because the problem is only that the cookie isn't getting sent.
