Can PHP run without php.ini?

Hi, I ran into strange problem. I was not able to configure my php.ini file so it would show up in PHP when running on my IIS5 server (at least showing up in via php_info()) so I tried to delete all the php.ini files on my computer (I have a backup though :) and restarted the computer - you know what, the PHP works perfectly and show the default settings! How come? I'm using version 4.0.5RC1 as CGI with IIS5 server on W2K. Has anyone experience the same? How did you get back to controlling you PHP?
