If you linked directly to the file itself (which would have the extension .ra or .rm), it wouldn't stream, and you'd have to wait for the entire file to download. Or at least that's how it used to work. The meta files just contain the location of the real file - usually a URL, although I *think* you may be able to use a URI too (you couldn't the last time I used Real Audio).
