In the <VirtualHost> directive of the httpd.conf file you can add
AddType application/x-httpd-php .php
AddType application/x-httpd-php-source .phps
That will restrict the php to a VH.
When you create the MySQL database, just give them access to
one instance within that database based on their username.
You may want to do a special build and remove field system access.
Something for you to think about.
