Use arrays.
$test = "1,2,3";
$test = explode(",", $test);
// $test[0] == "1";
// $test[1] == "2";
// $test[2] == "3";

Well, that's more-or-less what I was saying, though obviously addition
is a little more cosmic than the bitwise operators.
