PHP4 configuration

I compiled my apache with mod_php4, but when I try to modify the settings
in php.ini, the setting is not reflected in phpinfo() even after server
restart. I have two php.ini in /usr/local/lib/ (the default) and the folder
specified at compile time with --with-config-path
The php.ini is readable by all.
Anyone give me some hints?
