Where you would usually have a form such as:
<FORM ACTION='destination.php'>
<SELECT NAME='name'>
<OPTION VALUE='value'> Display Value </OPTION>
</SELECT>
</FORM>
... to use it as a link, you would use:
<A HREF='destination.php?name=value'> Display Value </A>
